- Is there evidence of a system where programme outcomes can influence or affect (or have effected) change at a policy level?
- Do the strategies and programmes effectively meet the needs of target audiences? Are there mechanisms for receiving feedback from clients or beneficiaries?
- Is there evidence of the development of partnerships or strategic alliances?
- Do the strategies and programmes effectively manage issues of focus vs diversity?
- How does the organisation link with other organisations? Are there possibilities for partnership working? Has the organisation considered merging with other organisations?
